Panama City, population 37,000,  is in the panhandle of Florida between Tallahassee and Pensacola. As you can see from the map, it is a city on the coast with a very large bay.  Barrier islands are nearby with great beaches. Tyndall Air Force Base is located east of the city.  The area is popular with retirees who want to live near the coast, although it definitely has its not so nice sides.
