I toured Costa Rica last August and its neighbor to the south, Panama, last April. They are quite similar but I would prefer Panama if I was to relocate. Panama City is a large modern city on the ocean with good roads and infrastructure. San Jose is inland and not as well developed or attractive as Panama City. Both countries have beautiful parks and attractions and things to do. Panama's economy is not as heavily dependent on tourists. It also uses the U.S. dollar for its currency which makes purchasing things easier to understand. Costa Rica has the beautiful upland area around Monteverde and the Arenal Volcano but it is quite remote and getting there over poor roads is a long and "interesting" adventure.

Both Panama and Costa Rica can be great places to retire. Stable, many expats, safe, and your dollar will go further than in the States. Live on the beach, or in the mountains. Been to Costa Rica and I liked it. San Jose is OK but it does have all of the big box stores to choose from and some nice neighborhoods. Have not visited Panama but know many Americans who have chosen to retire there, and are happy.

I recommend Belize as an option. It doesn't have the healthcare of Costa Rica but English is the official language, they use British style Common Law and banking, property taxes are about $100 US per year (not a typo), the BZ$ is permanently tied to the USD at a 2 to 1 ratio so very easy to know what things cost. Also, they have a great retirement inducement for those 40 and over where there are no duties/import taxes, no capital gains taxes, no inheritance taxes and income taxes are zero on foreign derived income thus perfect for retirees or remote workers (see the below link for more info).
